針對前總統陳水扁遭到獄方認定行為違反規定，決議減少接見次數並扣分，民進黨立委黃偉哲今（25）日表示，扁在培德的待遇比起北監雖然好很多，但是難免還是會有情緒上的反彈，他認為，矯正署應該思考如何強化對扁的治療，而非高壓控制，如果矯正署不在乎會因此引起政治上的波瀾，「那就試看看」。
陳水扁傳出上月在台中監獄培德醫院傳出企圖再度自殺，甚至摔杯、電視遙控器，被中監認定違反獄中規定，決議減少接見次數，並扣減累進處遇分數等懲處，扁不滿遭到處分，日前提出申訴，表示自己是因為憂鬱症才出現上述行為，不過遭到中監駁回。
對此，黃偉哲今日表示，陳水扁面對官司以及個人事務上會有情緒反應，矯正署雖然基於對扁的禮遇及精神狀態需求，讓他在培德有大空間的居住環境，但是醫療相對貧乏，「扁的病情時好時壞，但是獄方用僵化的態度，根本是倒果為因」。
黃偉哲說，矯正署應該思考強化扁的治療，「扁的情緒是身體狀況反射，用減少接見、扣分的方式，根本是本末倒置」。
黃偉哲說，希望矯正署思考如何處理扁問題，他揚言，「如果中監執意要處分扁，不擔心是否會掀起政治上的波瀾，那就試看看！」
