大陸國內生產總值(GDP)2013年第二季度增速減緩引起全球關注。有人認為大陸經濟面臨衰退。與前幾年相比，7.5%的增速確實有點慢，但這一數字仍遠高於近年來全球GDP的平均增速。在我看來，大陸經濟正在進行戰略調整。

大陸國內生產總值(GDP)2013年第二季度增速減緩引起全球關注。有人認為大陸經濟面臨衰退。與前幾年相比，7.5%的增速確實有點慢，但這一數字仍遠高於近年來全球GDP的平均增速。在俄羅斯科學院遠東研究所副所長安德烈·奥斯特洛夫斯基看來，大陸經濟正在進行戰略調整。
根據人民日報報導，大陸經濟增速減緩的原因是多方面的。首先，國際金融危機的後續影響仍未消失。大陸重新衡量對外貿易關係，特別是與美國、日本和歐盟等主要貿易伙伴的關係，擴大向金磚國家和東盟國家的出口。
其次，調查顯示，到『十二五』規劃末期，大陸適齡勞動人口呈下降趨勢。為實現到2020年全面建成小康社會的目標，大陸正在尋找新的經濟增長方式，包括提高勞動者職業技能水平、提升各行各業生產效率等。
第三，大陸自身面臨著轉變經濟增長方式的緊要任務，亟需改變依賴大量廉價、非熟練勞動力增長的傳統模式。
在『十二五』規劃中，大陸強調了第三產業附加值、城鎮化程度、GDP用於研發的支出比例、專利數量、污染物排放量、城鎮社保覆蓋率等評價指標。這表明，大陸下一步的發展目標是質量重于於度。大陸政府將著眼於增加居民收入，改善城鄉居民社會保障水平。
世界銀行前行長佐利克曾指出，如果大陸不改變發展戰略，就有可能落入『中等收入陷阱』，增加低收入人群的經濟壓力。他認為，大陸政府已經意識到改變增長方式的必要性，將注意力集中到增加內需、拉動消費和投資領域改革等方面。
在新的轉型期，大陸市場將重新定位，從依靠農村非成熟勞動力降低生產成本的狀態，轉變為培養成熟勞動力、帶動生產力的提高。從粗放型向集約型、創新型經濟發展方式轉變。這些都是解決人口紅利下降、老齡化凸顯、自然資源相對稀缺等問題的關鍵。
現階段大陸政府正利用一切機會，穩定經濟增長，建設小康社會，在擴大內部市場的基礎上，提高居民消費能力。我認為，經濟增速適度放緩順應了大陸社會當前的需要，目的是全力落實到2020年實現國內生產總值和城鄉居民人均收入比2010年翻一番的目標，為城鄉居民提供更完善的社會保障，打造更加合理有序的收入分配方式。因此，大陸經濟『衰退論』可謂杞人憂天。(作者為俄羅斯科學院遠東研究所副所長)
