請問關於電話費的計算時間

冒昧的請問有關於電話費是如何開始計算的

請問是從接電話就開始算秒數

還是其實打過去接通就算一次費用(可能一接通就3元)之類的

所以一打通就要講很久才比較划算?還是陸陸續續的打也沒關係反正都是算秒數?

敝上網查都是查到整個月的費率的相關資料並沒有針對我問題的資料

麻煩有高手可以幫我解答
