區域計畫草案僅核備　綠委：未核定不應公告

【黃揚明／台北報導】內政部預定明天公告《全國區域計畫草案》，民進黨立委林淑芬今在立法院內政委員會質詢時指出，依據《區域計畫法》第10條規定，區域計畫草案要在行政院核定後40天內公告，但目前內政部僅送政院「備案」，尚未核定，明天不應公告。內政部長李鴻源表示，核定就是核備的意思，所以依法會在明天公告，但已函請環保署在年底前舉辦公聽會，預計年底再報政院修正。

林淑芬要求營建署代理署長許文龍提供當初政院核定的公文，許文龍指，是今年9月9日公文准予備案，林質疑，只有報備，並沒核定，所以不應該公告。但許反駁，《區域計畫法》的備案就是核定。李鴻源也說，依法一定會公告，即使公告後，內政部也會嚴審把關。

林淑芬仍質疑，都公告了還開什麼公聽會？但她發言時間已到，輪值召委張慶忠連講6次：「林委員時間到了！」並試圖將林淑芬麥克風關閉，但林也跳針連講5次：「主席你要利益迴避！」並指張慶忠的開發案也與區域計畫有關，應該利益迴避。張慶忠則當場反嗆：「我要告你誹謗喔！」
