16年沒水用　水公司照收基本費

【陳亮諭／綜合報導】基隆市1戶江姓民宅疑因道路工程導致自來水管路異狀，16年來無自來水可用，水公司查不出問題，無法供水，還按月收基本費；水公司指稱因地主反對，無法挖地檢查，民眾痛批：「一直把問題推給用戶，根本沒有意願解決問題！」

今日出版的《蘋果》報導，水公司陸續更換水表、檢查地面管路都無法解決，江家曾要求開挖地底水公司管線檢查，水公司稱無權開挖私人土地，又因地主拒絕配合開挖，才延宕至今。消基會監察人徐則鈺律師批評，水表前端的管線出問題未供水，是水公司無法提供正常服務，除有責任恢復供水，用戶還有權拒絕支付基本費，甚至可追討已繳費用。

江先生住家16年沒水可用，水公司卻仍收取基本費（紅框處）。
