在宜蘭縣政府的大力爭取及運作下，眾所企盼的「中興文化創意園區」終於在2013年的最後一天完成簽約，不僅為荒廢多年的中興基地帶來活化再生的新契機，也開啟宜蘭創意產業的新紀元。

「中興文化創意園區」總面積將近20公頃，目前已經獲得縣議會同意專案貸款，分10年貸款29億，其中14億用於土地取得，其餘經費將用於公共設施及古蹟保存等。預定2014年7月完成園區綠美化，未來更要搭配二結聯絡道及鐵路高架化，讓創意產業的發展充滿無限的可能。

2013年12月31日上午，宜蘭縣長林聰賢、興中公司董事長林明志、中興公司清算人代表洪復琴，在國營會組長何華勳的見證下完成簽約。

縣政府接著將進行都市計畫變更等程序，預定明年3月辦理短期活化，聚集園區人氣，並且整修舊廠房，再引進操作模式，透過文化、產業活動等策略，將宜蘭、羅東兩大衛星城連成一氣，形成全台獨一無二的文創園區。
