（中央社華盛頓16日綜合外電報導）美國總統歐巴馬今天宣布，再對俄羅斯施加新制裁。他還表示，俄羅斯沒有採取任何步驟，降低烏克蘭東部緊張情勢。歐洲聯盟也採取相同行動。

歐巴馬在白宮記者會表示，新制裁證明俄羅斯總統蒲亭在烏克蘭的侵略行為一定會遭到報復。

與此同時，歐洲聯盟也對俄羅斯實施更嚴厲的制裁，要求歐洲投資銀行（European Investment Bank）不要再與俄國簽署新的金融協定。

他們也同意，歐洲復興開發銀行（European Bankfor Reconstruction and Development）將暫停在俄羅斯推出新的計畫。

歐盟各國領袖也首度表示有意願制裁俄國企業，條件是這些公司以物質或財務的方式，破壞或威脅烏克蘭主權、領土完整與獨立。他們各自命令本國外交部長7月底前擬出應受制裁人員或公司名單。

他們同時要求本國部長考慮制裁某些人士及公司，先決條件是這些人曾積極提供物質或財務援助給決定兼併克里米亞或造成烏克蘭東部動盪的俄羅斯決策人士。（譯者：中央社何世煌）1030717
