馬英九總統16日在國民黨中常會上表示，從總觀光人次、觀光建設、公共運輸、海空運等各方面的規劃及建設，台灣都有長足的進步，可說是進行了一場「交通建設小革命」。（記者胡健森攝）

國民黨今（16）日召開中常會，安排交通部長葉匡時做重大交通施政報告，身兼黨主席的總統馬英九在聽完簡報後表示，從國外來台的總觀光人次、以及政府在觀光建設、公共運輸、海空運等各方面的規劃及建設，都有長足的進步，可說台灣進行了一場「交通建設小革命」，他並要求葉匡時應將交通部的政績讓民眾充分瞭解。
馬英九表示，和先進國家相比，台灣觀光業起步較慢，2007年他上任前，當年的觀光客總人次是371萬人次，今年的總觀光人次卻能上看800萬人次，足足翻了一倍，也讓台灣首度像一個真正的觀光國家，政府還要持續提升觀光品質。
馬英九也指出，這五年來台灣共增加了約100條公車路線，更新了約2500輛公車，除了要節能減碳，同時也兼顧偏遠地區的交通，公共運輸使用比例代表城市現代化的程度，但以台北市為例，目前各種公共運輸系統加起來的使用率約佔50%，在亞洲仍落後於香港、東京、首爾等城市，未來還有繼續努力的空間。
有關鐵路運輸部分，馬英九說，政府原先規劃由台北捷運的民生汐止線延伸至基隆，但目前台鐵樟樹灣到南港間已完成搭建三軌工程，達成鐵路捷運化，這種利用現有資源、環境來提升運輸效率的作法非常重要。
馬主席另外還強調，台灣是一個海島，絕不能忽略海空運的建設，之前桃園機場的狀況不佳，他就任總統後，桃園機場的旅客年增數從40萬人次提升為140萬人次，這幾年桃園機場第一航廈的改建是「穿著西裝改西裝」，但是經過逐步改善後，已讓桃園機場在全球機場評比中名列前茅。
