彰銀工會23日表示，雖然台新金控對外表示，放緩推動彰銀合併案，將加強溝通，但卻「表面休兵、暗地裡小動作不斷」，不僅寄律師函以刑責恫赫理事長及工會言論自由，更將在28日董事會將原屬總經理的人事權限縮納入議程，因此，要求金管會應設法遏阻台新金脫序行為。
彰銀工會23日與全國金融業工會聯合總會暨轄下會員工會拜訪金管會，參與副主委吳當傑主持及相關局處的座談，除聽取「海峽兩岸服務貿易協議」相關簡報外，金融業各工會也就所面臨問題與金管會溝通。
此外，彰銀工會理事長黃水泉也當面將陳情書遞交吳當傑，就金管會主張從「財務狀況」、「法律遵循」、「公司治理」及「健全發展」等4面向來審查彰化銀行與台新銀行的合併案，表示高度認同，並就各審查面向列舉種種事實主張台新金控無一符合要求。
黃永泉更指出，台新金在8月2日對外表示「放緩腳步，加強溝通」，卻「表面休兵、暗地裡小動作不斷」，不僅寄律師函以刑責恫赫理事長及工會言論自由，更將在8月28日的董事會將原屬總經理的人事權限縮納入議程，這些行徑實難恭維，尤其在金管會主委曾銘宗首次記者會重申，不贊成非合意購併，大股東間必須多多溝通，台新金卻將在董事會提出削減財政部所派總經理的權限，彷彿再賞主委一記耳光。
彰銀工會也要求，金管會應設法遏阻台新金控囂張、玩法的脫序行為，如果現在主管機關連在台灣境內的脫序行徑也拿不出辦法管理，日後「海峽兩岸服務貿易協議」實施後，金融業者在大陸境外的管理更將鞭長莫及，管理大陸來台業者的能力也會備受質疑。
