外界質疑曾任高雄市長的吳敦義副總統，高雄市長任內批准在氣爆地點設置箱涵、埋管。吳敦義今（9）日表示，一定要查清楚石化管線怎麼會穿越排水箱涵，一旦查清楚，「有蓋章的就要負責」該負責就負責。

吳敦義副總統今出席「肝病防治學術基金會20週年」活動，會後受訪表示，調查事件的遠因及近因都要調查，要查清楚20多年前，到底是箱涵先做，還是管線先做，最重要關鍵的是為何會有管線穿越箱涵。

吳敦義認為，最重要的關鍵，如果箱涵是在管線做好後再做的，再把管線穿越箱涵，就會是這次氣爆遠因之一；為什麼會有管線穿越那個箱涵，這個關鍵一定要查清楚。到底是箱涵是在管線做好之後才施作，還是後來才有管線穿越箱，高雄地檢署已在調查，「不是我能隨便評論」。

吳敦義認為，現在要追查就是遠因與近因，近因是當天晚上，為什麼丙烯已停止送氣了，後來又要求送氣？「政府應變的做法對或是不對，這一定是要查清楚的」。
