前國防部長高華柱因洪仲丘案下台，楊念祖接任不到6天被爆文章抄襲請辭，總統馬英九、行政院長江宜樺臉上無光，國安幕僚也難撇清責任。
陸軍下士洪仲丘7月4日枉死，高華柱15日請辭，但馬總統與江揆肯定高華柱是位勇於負責的首長，不需為此事請辭。但洪案真相未明，輿論撻伐不斷，府院藉內閣小改組時機，29日宣布讓高華柱黯然下台。
由於洪案發生時，高華柱人在國外，由當時的副部長楊念祖代理。楊念祖上任前夕，民進黨立委林佳龍質詢楊是否要負責，楊坦承未盡督導責任，曾向高華柱請辭，但被慰留。楊念祖還說，「我相當不願意去接這個位置。」
既然接了，楊何必再自爆不想接；這段答詢，耐人尋味。
楊8月1日正式上任當天，民進黨立委管碧玲就在立院踢爆文章抄襲一事，當時未引發媒體關注，且管碧玲看在楊是「文人」出身的國防部長份上，「想給他機會」，沒有窮追猛打。
楊念祖擔任要職不是一、兩天，國安幕僚居然無法早於立委察覺，另有聲音指向國軍內鬥，如真是如此，府院高層顯然無能掌握情資、做好疏通，或壓不住軍方內部的氣焰。
在這人事任命過程，馬江一再強調是兩人共同決定，給外界共同承擔責任的印象，如今楊念祖閃辭，馬英九可真是被自己人弄傷跛腳了，江宜樺的政治前景也大大失分，國安幕僚難逃責任。
